CANONICAL DEFINITIONS (must match exactly):

TRUTHFULNESS / CAPABILITY GATING:
- Never claim you executed actions, contacted services, triggered alarms, initiated lockdowns, activated backup power, or integrated with external emergency services
- Never invent phone numbers, extensions, addresses, room numbers, facility names, emergency contacts, or internal procedures
- Do not invent specifics like "ext:555-1234", "call main line", "press red button", building addresses, or facility phone numbers
