Mr.Pan Xi,General Manager of State Intellectual Property International Operating (Shanghai) Platform, General Manager of Shanghai Intellectual Property Exchange Co.,Ltd. Master of Law, Department of International Politics from Fudan University.

In 2004, he joined Shanghai United Assets and Equity Exchange Co.,Ltd, served as General Manager of the Legal Supervision Department, General Manager of the Project Acceptance Department, General Manager of the International Merger and Acquisition Department, General Manager of the Risk Management Department, Director of the Internal Audit Office, Deputy General Counsel of Shanghai United Assets and Equity Exchange, and was awarded as an advanced worker for five consecutive years. In 2020, Mr. Pan Xi was selected as one of the top ten leading figures in the rule of law in Shanghai state-owned assets supervision and administration commission.

During his tenure, he participated in drafting a series of rules, regulations, and workflow regarding the sale and purchase of equity, property rights, debts, and intellectual property exchange and foreign capital merger and acquisition.

1994-2004 Staff member, senior staff member, principal staff member, and deputy director general of the Education, Science, Culture and Public Health Committee of Shanghai Municipal People’s Congress. Deputy director of the general office of the legislative affairs commission of Shanghai Municipal People’s Congress.

During his work in the Education, Science, Culture and Public Health Committee of the Shanghai Municipal People’s Congress, he undertook legal management in science and technology, culture and sports, and participated in the drafting of laws and regulations such as “Scientific and Technological Progress Law of the People’s Republic of China”, “Law of the PRC on Promoting the Transformation of Scientific and Technological Achievements”, “Shanghai Patent Regulations” and “Regulations of Shanghai Municipality on Technology Market” etc.

Since 1997, he has been appointed as arbitrator of CIETAC, Arbitration Court of China International Chamber of Commerce, and Arbitrator of Shanghai Arbitration Commission. Member of Shanghai International Economic and Trade Arbitration Commission. He is a part-time professor at East China University of Political Science and Law.
